Seems it's not a feature for cockpitbuilders. Guess it looks better from a 2D or 3D cockpit view. Like large twisting and turning snowflakes. I did see the "In-Cloud Motion Effects", but this effect appeared quite strange. Did a short 1 hour test and must admit that I too don't see any significant changes, if changes at all, compared to ASN.
ACTIVE SKY 16 VS ACTIVE SKY NEXT UPGRADE
Yesterday I bought the AS2016 upgrade (without ASCA). I didn't make thorough tests, just sharing my plain subjective experience. In the known situations where ASN was known to be a performance hog, I did not notice AS-2016 would be more friendly either.

The advertised new features probably do work, but after couple of flights I personally didn't notice the difference compared to ASN. AS-2016 works fine, but if I didn't know it was the new version or didn't see the re-ordered interface, I'd hardly think I wasn't using ASN. The cirrus clouds are better and different, nice to see more variations but the other clouds do cry out for a bit more detail. Probably those who liked the "soft clouds" pack from REX will like these HIFI ones a bit more. The cloud textures are way too simple for my taste, specially compared to the REX HD clouds. Just thought I'd share them with you here:

I've been testing both packs for a couple of days and have mixed feelings. Both are available now from the known re-sellers. For those who want to rush and buy the newly released AS-2016 and their cloud packages (ASCA).
